OSHA's Process Safety Management (PSM) regulation specifies that companies must certify that employees have the required knowledge, skills, and abilities to safely carry out the duties and responsibilities as specified in their operating procedures.

As well, the ISO 14000 standard states that an organization must ensure that employees whose jobs could potentially have a significant environmental impact are competent. It must identify training needs, deliver training and awareness programs, and maintain training records.
